So,
I went ahead and made a testing image for our QE to play with, their
reactions are very good:

Denise is currently chasing some people who will make sure that those
efi implementations that need the files in the root are not supported.
As a fallback I added relative paths to the elilo conf in root, so in
theory this still could save their (mine) ass.
