Grub *has* been fixed, it's called grub2. The amount of work necessary to make grub do what grub2 already does isn't worth it, just upgrade to grub2. However, that only solves the x86 arches, not anything else, and I don't know of any other boot loaders that work with anything other than 1.0/0.90 superblocks, so we still wouldn't have a universal solution.
