Because that involves either: (1) Somehow knowing what repos count as updates (sure they may say "updates" in the repo names/URLs now, but I don't trust much of anything in this area to stay constant), or (2) More invasive code to not display the entire repo selection box at the bottom of the tasksel screen. Also really the only time we can ever get testing on this is if it's enabled on a release.
