I've never been happy with the idea of needing dep whiteout.
Fortunately I've forgotten the long story as to why it's needed. ;-)

I wish I could.  Basically at some point a decision is made to live
with the dep loops in the existing package set for a distribution,
rather than rebuild and sometimes refactor packages.  This I assume is
when such loops are discovered very late in the process of the
distribution or when the loops are just a pita to fix.
This is all conjecture though...I know why I end up having to use it,
which is to avoid rebuilding packages I never built...some argue that
is the wrong thing to do.
