"Cannot allocate memory"

I have built an iSCSI driver update disk as I need to read iSCSI disk during installation.

But when my daemon  tries to do ioctl   to driver it gets “Cannot allocate memory”

There is not much running.  Why the driver’s memory allocation will fail  during the installation environment.?

The reason I am asking it here is because the driver/daemon  work  fine when machine is already booted up/running.  But I need to use that driver during installation phase.

I am installing RHEL 4.0 , kernel 2.6.9-22  and my driver is cisco iscsi initiator 4.0.1.11  built for this kernel.

Any ideas to troubleshoot this.
