Sorry to answer my own post, I narrowed this down to the fact that my build host has a /usr/bin/gcc shell script due to Oracle crap. This script was exec'ing gcc323 and it appears it doesn't work all the time :( I've successfully build Anaconda with the wrapper script removed.
