No, sorry I wasn't clearer. I'm not touching RPM itself.

One rpm file (a.rpm) contains another (b.rpm) as one of its files. The %post scriptlet for a.rpm does 'rpm -Uvh b.rpm'


This sounds like bug #143532

No, that's an update bug, and this is happening during initial installation from (customized) CD.
