customizing fedora core1

Hi,
       For creating a custom Fedora Core 1 distrinbution, is it necessary to
have fedora core 1 installed.
I have Redhat 9.0 on my machine. Can I use it as the environment to create
my custom fedora cd. Will the
utilities from redhat 9.0,  anaconda-runtime etc,  be compatible with FC1
distribution ?
