IIRC, there is no use of .discinfo in RH7.x

well, I do not know about bootable dvd, but for a standard
CDROM here is what you should do:
- copy cd1 on your drive (let's say /zxc)
- copy cd2 and 3 RPMS folder content into /zxc/RedHat/RPMS
- run genhdlist on /zxc
- run mkisofs on /zxc 
- burn
