Creating a disc using the iso directory?

How do I create a boot disc that will be able to install locally (from the 
cd) using the iso directory from the RH9 disc 1?  Ive tried to create one, 
but the install keeps saying it cant locate the RedHat cd.  Ive put the 
RedHat directory from disc one and the .discinfo file on the cd, but the 
install still cant find the files locally.  I only need the files from disc1 
since I only do the minimal install.  Anyone have any suggestions?  Thanks.
