Okay, I figured it out.  Thanks for pointing me in the right direction.

Rebuild rpmdb before the *first* genhdlist and rebuild comps after
the *second* genhdlist.  In other words:

  rpmbuild -ba rpmdb.spec
  genhdlist --withnumbers ...
  getfullcomps.py ...
  pkgorder ...
  buildinstall ...
  splitdistro ...
  genhdlist --withnumbers --fileorder ...
  rpmbuild -ba comps.spec
