anaconda KeyError exception in %pre section

I have a shell script in the %pre section which causes the install to abort
with an exception.  The error message reported is

KeyError: /mnt/source/pretools/finish.sh
install exited abnormally
sending termination signals...done
sending kill signals...done
disabling swap...
unmounting filesystems...
....
you may reboot


There's nothing special int he finish script.  I checked the exit code of
this script which is 0.  The script works sometimes and not others; it
doesn't always fail.

This is anaconda under RedHat 9.  Anyone know what could be causing the
error?  What is line 667 (kickstart.py) checking for?
