You can get the original Redhat9 comps.xml from redhat9 cd or download it from
http://ftp.redhat.com.
As for modifying the comps.xml,
First, you should add something or delete something in the comps.xml file
according to your rpm sets.
Second, delete all the package dependency information in the file.
(Be careful, do not delete the </comps> line in the last of the file.)
Third,
#/usr/share/comps-extras/getfullcomps.py comps.xml /path/to/the/dist-tree arch > /tmp/111
(i.e. your distribution tree is in /work/your-dist/Redhat/i386 )
This will generate the dependency information of all your rpms.
Then append this to the end of your comps.xml.
cat /tmp/111 >> /path/to/your/comps/comps.xml

Do not forget to move the </comps> to the end of the file.
