You need to make an ISO-9960 image under unix before you burn it using
mkisofs.  Additionally there are other steps required before making the
CD to properly integrate the updates.  See
http://www.linuxworks.com.au/redhat-installer-howto.html for more
information.

However, most windows programs have a way to write raw images to CD, so
you should still be able to use your windows machine to burn the CD,
once you have the iso image.
