I just wanted to thank everybody for getting back to me with thoughts on this. I was able to resolve the issue. 

I found out our stream decoder was amplifying! That server isn't maintained by me, so I didn't know. We removed that, and everything sounds great. 

It would be nice to have a USB audio device that I can have more control with in ALSA, but my current setup is now working fine.

Try amixer on it and read the man page.  The controls may have just not matched anything in alsamixer.
