I just wanted to thank everybody for getting back to me with thoughts on this. I was able to resolve the issue.
I found out our stream decoder was amplifying! That server isn't maintained by me, so I didn't know. We removed that, and everything sounds great.
It would be nice to have a USB audio device that I can have more control with in ALSA, but my current setup is now working fine.
