In the second case, all parameters are reduced to the lowest end.
I'd guess this is done to reduce bandwidth.

Probably you have connected the device to/through a full-speed controller
or hub (12 Mb/s, USB 1.x) instead of a high-speed one (480 Mb/s, USB 2.0).

Are you using different ports?  If not, does re-plugging help?
