All mixing mechanisms (dmix, PulseAudio, hardware wavetable) require
that their inputs are resampled to a common frequency.

(It is no longer true that ALSA's resampling has very low quality.)

Disable software mixing, i.e., use a "hw" or "plughw" device instead
of "dmix".
