Upsampling by default

Hi

I'm working with a couple of guys on a project to bring all the best
audio apps to Slackware Linux. The project is called Studioware and we
are based at www.studioware.org and #studioware on freenode for those
slackers out there that might be interested. Anyway.. the question:

Someone pointed me at this and I wondered if it was still true. IE
that alsa automatically upsamples to 48K?

I always thought that you need to do this in a asoundrc but I'be glad
to know what is happening and if it's possible to stop upsampling if
it is happening.
