Normally on Debian, you should have the devel versions of all those
packages. From them, only alsa-lib-devel-1.0.24.1 is needed to build
alsa-tools.

Each tool have its own configure script. So, it is just to change into
the subdir of the wanted tool and issue:

./configure --help
./configure (<options>)
make
su -c "make install"

Most of the tools doesn't need configure option, For the few other, it
must recognize if you have the gtk+ devel package.

You also must have >=dev-python/pyalsa-1.0.24 devel. For hdspconf and
hdspmixer, you need  >=x11-libs/fltk-1.1.10 devel. (That on gentoo, but
they must be the same on any linux system.)
