when i execute without the -D option:
aplay /usr/share/sounds/alsa/Front_Center.wav

the sound quality excellent.

still poor quality with any other audio.  a co-worker thought maybe pulse could be interfering since the aplay audio is so clear.
does that make any sense?  i'm not well versed in this stuff.
