It's unlikely that any code could be fast enough to write the entire buffer before the hardware starts reading from the buffer; in fact, the hardware is likely to read the first sample from the buffer at the same time it is triggering the interrupt for the previous period. To reduce output latency, just reduce the output buffer size. For example, you could use a buffer with 128 samples (with 2 64-sample periods).
