mmmh... on current Debian stable (Etch) ALSA is at 1.0.13
and it looks like "speexrate" is not available. :(

Thus, I've tried to backport all the alsa stuff (libasound2*, 
alsa-*, etc) from unstable, where it's at ver. 1.0.16.

I've also created a trivial ~/.asoundrc with the line:

defaults.pcm.rate_converter "speexrate_best"

Apparently everything went fine, but when I've tried to 
listen to some music, I've got a lot of skips. :-(

Just to make sure, I went back to 1.0.13 and everything 
was fine.

Then I've updated again to my backported 1.0.16 packages 
all but libasound2-plugins (which is the one which contains 
"speexrate" et all) and still no problem.

OK, I put back also the plugins: Skips again.

Tried without "_best" (just "speexrate"): perhaps a bit
better, but still skips.

Tried with "samplerate": ditto (skips).

Tried with "lavcrate": seems to be ok.

Thus, now the question is: it's that a bug in my backport 
(perhaps some incompatibilities with the older compiler and
libs in Etch) or a bug in the Debian package and/or in the
particular version of Alsa in the package?

...or it's just that it takes up way too much CPU and the
system where I've tried it (an old 1.6GHz Centrino Laptop,
running in powersave mode during the test) simply can't
stand it?!?  :-/

BTW, here is the output of alsa-info.sh on the system:
