I finally had to resort to hand editing the ~.tvtime/tvtime.xml file so the the string for <option name="MixerDevice" value="/dev/mixer:mic"/> read as above, where it formerly read /dev/mixer:line, and now I have control of the mic level, visible both onscreen in tvtime, and in kmix when its panel is displayed. tvtine-configure did not report any errors, but also didn't seem to update the ~.tvtime/tvtime.xml file properly either.
