There is a complete HOWTO for the Tascam line here:

The original HOWTO is a little out of date, so look toward the last
few pages of the discussion for information relevant to the current
state of things with udev.

The green light is turned on by the second of two firmware uploads.
The problem is most likely a missing firmware, or a missing or broken
firmware loader.  Ubuntu _does not_ include the firmware (yet), so you
will need to download the alsa-firmware source package.  See the HOWTO
linked above.
