No, that is what "Configuration DS" is for.

Fedora DS supports the idea of having a separate directory server used 
for User&Group and other organizational data, and a directory server 
exclusively for Configuration (console & admin server) data.  However, 
by default, these are usually one and the same, and for most folks this 
is fine.
