As previously mentioned, you can script calls to command-line utilities such as ldapmodify. Or, if you prefer, most languages these days have one or more full-featured LDAP libraries. Some of these libraries depend on external LDAP binaries; these two do not: Ruby Net/LDAP is a pure ruby LDAP library. Adding a user with it is shown here: http://www.gemjack.com/gems/ruby-net-ldap-0.0.4/classes/Net/LDAP.html#M000027 Perl Net::LDAP is a pure perl LDAP library.
