1. I don't think you will be able to use the standard "useradd" command. 
It would need to be ldap enabled to insert an entry into the directory. 
You could script it or look for a script to do it.
2. Can you tell us a little more about your configuration - does the 
entry in the directory  for "ali"  have posix attributes enabled? What 
is the configuration in your /etc/nsswitch.conf and /etc/ldap.conf? If 
using SSL or TLS do you have the CA cert installed on the client?
