The build system already addresses this.  You can override the default build
with settings in xc/config/cf/host.def.  For freetype2, "#define HasFreetype2
YES" to build with a pre-installed library.  You might also need to tweak
Freetype2Dir if the background library & includes aren't installed in
/usr/{lib,include}.

HasFontconfig & FontconfigDir serve a similar purpose for fontconfig.
