How to install with development libraries.

Hello Everyone,

I have recently installed xFree86 4.5.0 on a Red Hat Enterprise Linus
WS Release 3 machine running kernel 2.4.21-4.  The installer appeared
to run OK.  Later, when I try to install a new version of gtk, I am
prompted with the following error:

configure: error: X development libraries not found

The only logical place I found for these files is in /usr/X11R6/lib
and /usr/X11R6/include/X11, and the include directory only contains a
'bitmaps' folder.  Specifying the directories directly to gtk's
configure script does not help.

My question is this: Is there a way to create/download/find these
development libraries?  All of the answers to my gtk problem I have
seen indicate that I these should come from my xwindows provider.

Thanks for your help and patience, I am new to this 'graphical linux' thing :P.
