Resolution Improperly Set

I have a system that has to support a 17inch and 15inch LCD monitor. I
want the 17 inch monitor to support 1280x1024 and the 15 inch to only
support 1024. When the system boots up the 15 inch monitor is put into
virtual 1280 mode (even though the logs correctly identify its max
resolution as 1024).
It is stretched beyond the screen, and scaled to look really bad.

How can I force monitors to support their top native resolution?
