I'm not sure what you're asking specifically, but you could ssh into the
machine and start the X server from there, either as root or as a user
if you have permitted non-root non-console users to start the server.
I think, if you ";" before mouse and keybord line in XF86Config else
XF86Config-4 in Section "InputDevice".
