the package is the latest version: XFree86-4.4.99.11.tar.bz2. platform is Redhat AS 3.0 with no root previlege. So change the entry in site.def for projectroot to a user space also set macro nothingoutsideprojectroot to yes. Error occurs at making doc: no rule for clean in doc/.
