I'm on a connection which typically runs less than 150kbps and remote X
operation is tolerable.  Starting an application takes 10 seconds rather
than the normal 1 second, but once running the graphics updates are less
than half second intervals.

This is using a normal telnet session.  No secure shells or VNC.  From my
experience, VNC is quite a bit slower than X.

Sorry I can't suggest  a remedy.
