I'm not completely sure but I think you can do this:

There should be a section in your XF86Config file that looks something
like this:

Section "Monitor"
   # This monitor is the same monitor used for both "heads".
   Identifier   "Monitor0"
   VendorName   "Monitor Vendor"
   ModelName    "Dell 1702FP (Analog)"
   DisplaySize  340  270
   HorizSync    30.0 - 80.0
   VertRefresh  56.0 - 76.0
   Option       "dpms"
EndSection

Just comment out the line that says:

   Option	"dpms"
