Both, more or less. It's 32-bit if compiled for/on a
32-bit CPU (Like Pentium or MIPS32 or SPARC32, etc).
It's 64-bit if compiled on a 64-bit CPU (Athlon64,
Alpha, Itanium, UltraSPARC). However, a version of
XFree86 built for x86-32 will run on x86-64.

Possibly. The increase to 64 bits, by itself, barely
matters, but the AMD64 architechture has some other
advantages when run in 64-bit mode, like more
registers and better SIMD extensions. This could
translate into superior performance. I wouldn't expect
massive gains, but with a good optimizing compiler,
some improvement might be noticed.
