There are xlsclient and xwininfo.

Remember that the user may be running two copies of gimp, that ssh tunnelling could be in use and that a remote machine can put windows on an X display, so the question isn't as simple as it may appear.

The is an X security protocol (which isn't widely used) which hides
some of this information from applications which don't need to know,
and remote machines may have a completely different idea of a "process"
so in general getting the process id for a window isn't always possible.
