My patch (793 lines) applies on XFree86 4.6.99.17 (it should on previous versions) and I've tested it successfully.

devel@ does accept attachments, but your best bet is to post your patch to patch@xxxxxxxxxxx, or include it in a Bugzilla report at http://bugs.xfree86.org.
