What do you mean by "PS/2 refresh rate"?  Do you mean that you want the 
mouse to be more responsive?  If so then check the "xset" command and look 
for the "m" or "mouse" options to it.  IIRC there's also a way of doing 
this using xf86config under the "mouse" option there are two panels on the 
right-hand side of the screen to do with mouse-polling and click-rate.
