John,

In my case, if there are any entries in /etc/X0.hosts that are not 
on my local network, the machine dials out and waits until the
modem connects and gets DNS resolution on them (I think that's
what it is doing). And this takes about 50-60 seconds usually.
Then X comes up. If I remove those non-local entries, X starts
right away and the modem doesn't dial out. Don't know if that's 
the issue in your case, but thought I'd mention it.
