It looks like all of www.ntrc.org.lc is in somewhat strange state at the moment. If I remember correctly, I did test this link earlier myself and it worked, so that may be a temporary issue (it returns a somewhat interesting javascript design to display ads or domain parking info, etc., and that does clearly work either; anyway, not something that one would hope to see from a regulatory commission website).
