SDK 6.1 comes with VC9 (you do not need to install Visual studio to compile PHP). VC10 is supported with the PSDK 7.x. However I have doubts about the stability of both vc10 and the recent SDKs right now, there are many issues happening with the latest updates and do not make us confident enough to move to it for 5.4.
