Those constants are defined in C:\Program Files\Microsoft
SDKs\Windows\V6.1\Include\WinNT.h

Lines 1181 and 1183

In C:\Program Files\Microsoft SDKs\Windows\V6.0A\Include\WinNT.h, they
are on lines 1111 and 1113


So, I'd suggest that the setup is still not quite right somehow.
