Just for everyone's information, the problem was that the PHP Informix driver (php_ifx.dll) was dependent on Informix Client SDK (one particular dll named isqlt09a.dll) which was a 64 bit DLL as 64 bit client SDK for Informix was installed on the machine and that was getting picked up resulting in the error below. Installing the correct 32 bit Informix client SDK solved this particular error message.
