Yes, they will be back. We are rewamping the snapshots and QA builds but 5.3.2RC next week should have them again. Btw, 64bit php on windows has not much benefits (or 64bit bins in general). It is recommended to use x64 windows with 32bit binaries (like IIS x64 with php 32bit as fcgi).
