First off, you may want to grab the latest version, but I don't think that affects the problems you are having. I would try removing everything PHP related and reinstall from scratch. The beauty of the installer is that it not only installs all the files, but configures them as well. No tweaking with php.ini directives, moving files, or configuring web servers ( unless you are using some really wacky web server ).
