There's a setting in php.ini that dictates whether you can use <? ?> or if you have to use <?php ?> It's called "short_open_tag" ( http://us.php.net/manual/en/ini.core.php#ini.short-open-tag ) It's usually a good idea to use <?php ?> to maintain portability.
