Hey Matthew, in your next post tell us your version of Windows and PHP version. In the meantime go to the top of the php.net home page to 'documentation' then click on 'english' then go to 'instllation on a windows system' then to 'Microsoft IIS / PWS'. This is where I learned alot on how to set up IIS. This should answer most of your questions. There are some very basic beginner issues that this tut doesn't answer, but it should do the trick.
