Here is the output from phpinfo();

Registered PHP Streams  php, file, data, http, ftp, compress.zlib 

and when I load the openssl extension I get

Registered PHP Streams  php, file, data, http, ftp, compress.zlib, https,
ftps  

I have all the PHP files in c:\php5, including the extra DLL's. I'm
running CGI for this test. (using the binaries from my site
http://kromann.info/php.php)
