You could write a PHP client app (that runs in PHP on the client machine) that uses PHP-GTK. You could then have a web service that also runs PHP on some website that it polls. You can't write a PHP-GTK app that runs on the web server (in the web browser), but displays on the client. It doesn't work that way.
