Not really. It depends on the application.

Something simple, like GLX Gears, most likely then not will run on any GPU with any driver. While something as complex as Rage, that uses lots of OpenGL extensions, will run only on well behaved OpenGL implementation.

In case of most OpenGL programs Wine merely translates WGL calls into system OpenGL calls. There are few differences, specifically in context handling but those mostly well polished by now. So if any OpenGL game has some issues, especially graphical, that's because of poor drivers.
